What new CVS Pharmacy In Liberty should look like

"Construction was suppose to begin in March and the new location was going to open in July," says the Liberty CVS store manager.
Many in the area were excited about the new location because of the new services and economy boost the store would bring.
Redbox movie rental kiosks were also scheduled to be a part of the new location.
With no movie rental department at Ingles, Liberty has no movie or video game rental options.
The new CVS Pharmacy is still scheduled to be built in the area at the head of Commerce St and over to Palmetto St taking the spaces of several current and a few unused buildings. The construction will take place over the course of the next year. The current location on Main St. will remain open until the new location opens. No word yet on what will become of the old location.
It is reported that Active Day Adult Day Care may also be a part of the hold up in the new construction as they cannot find a suitable location to move to. The lease for their building is not up until later this year.
The property was sold in several parcels in early May of 2012.
The City of Liberty confirmed in their FALL 2012 Newsletter that construction would begin in January 2013.

Does the new impact fee have anything to do with this move by CVS?
They would not disclose the reason other than Active Daycare lease issues.
